| Northwest Pacific Action Plan The Second NOWPAP POMRAC Focal Points Meeting Annotated Provisional Agenda Background leading to this meeting The Action Plan for the Protection, Management and Development of the Marine and Coastal Environment of the Northwest Pacific Region (NOWPAP) and three Resolutions were adopted at the First Intergovernmental Meeting (Seoul, Republic of Korea, 14 September 1994: UNEP(OCA)/NOWPAP/IG.1/5). Resolution 1 identified five areas of priority for implementation of the Action Plan, one of which was NOWPAP/3: Establishment of a collaborative, regional monitoring programme. Following the decision of the 3rd NOWPAP Intergovernmental Meeting, the responsibility for NOWPAP/3 (Regional Monitoring Programme) was jointly shared by the Special Monitoring and Coastal Environmental Assessment Regional Activity Center (CEARAC) and the Pollution Monitoring Regional Activity Center (POMRAC) to carry out regional activities. Following the results of discussions at the First NOWPAP/3 Meeting (Beijing, China, 21-22 May 2001), the 7th NOWPAP Intergovernmental Meeting (Vladivostok, Russia 20-22 March 2002) approved the resolution 3 Para.6, “the demarcation of the responsibilities and activities between CEARAC and POMRAC as presented by the secretariat in document UNEP/NOWPAP IG.7/8”. Subsequently POMRAC was allocated with the responsibility to implement activities related to Working Group (WG) 1 - Atmospheric Deposition and WG 2 - Rivers and direct inputs. The 7th NOWPAP Intergovernmental Meeting approved the budget of $125,000 for 2002/2003 for POMRAC WG1 and WG2 activities. (UNEP(DEC)/NOWPAP/IG.7/10 Annex IV Resolution 1). In accordance with the workplan approved by the Resolution 1 of the 7th NOWPAP Intergovernmental Meeting, POMRAC held the First POMRAC Focal Points Meeting (Vladivostok, Russia, 9-11 April 2003), the First Meeting of NOWPAP POMRAC Working Group 1 (Atmospheric Deposition) (Vladivostok, Russia, 24-25 May 2004) and the First Meeting of NOWPAP POMRAC Working Group 2 (River and Direct Inputs) (Vladivostok, Russia, 24-25 May 2004). The First POMRAC Focal Points Meeting reviewed and adopted the Terms of Reference for the NOWPAP POMRAC Focal Points Meeting, approved the workplan and budget for 2003, discussed a draft plan of work and budget for 2004/5 and identified main issues to be focused on WG1 and WG2. The First Meetings of WG1 and WG2 reviewed Draft Terms of Reference for each WG, discussed the workplan for 2004/2005 and long-term workplan for each WG and reviewed the Structure of the National Reports on Atmospheric Deposition of Contaminants/ River and Direct Inputs of Contaminants. The 8th NOWPAP Intergovernmental Meeting (Sanya, China 5-7 November 2003) approved the budget of $150,000 for 2004/2005 for POMRAC activities. (UNEP/NOWPAP/IG.8/11 Annex I Resolution 1). In accordance with the workplan approved by the Resolution 1 of the 8th NOWPAP Intergovernmental Meeting, POMRAC in coordination with UNEP Regional Seas Programme hereby invites POMRAC Focal Points from NOWPAP Members to organize the second Focal Points Meeting. UNEP has been supporting NOWPAP/3 activities and will provide initial inputs for the second POMRAC FPM. In order for the participants to recognize the present status in the region and to focus on the immediate and productive POMRAC activities, NOWPAP Members are requested to submit overview of past results (for 2003/4 biennium) related to Atmospheric Deposition and River and direct inputs. The Second Focal Points Meeting will review and adopt the Terms of Reference (TORs) for WG1 and WG2 as well as the Content of National Reports and General/Regional Overviews on Atmospheric Deposition / River and direct inputs, and then will discuss and adopt the workplan and budget of NOWPAP POMRAC for 2004/2005 and define the workplan for the 2006/2007 biennium.
Day 1 (26 May 2004) Agenda Item 1. Opening of the Meeting The meeting will be opened at 10:00 am at the Conference Room of Hotel Hunday, Vladivostok, Russian Federation , on the 26 th of May 2004 by the Director of POMRAC. Subsequently, statements by the representative of the Executive Director of UNEP, and welcoming statements by the Ministry of Nature Resources of the Russian Federation and Welcome statements by the Far East Branch of the Russian Academy of Sciences will follow. Representatives of the participating members will be invited to make opening statements if they so wish. Agenda Item 2. Organization of the Meeting
Agenda Item 3. Adoption of the Agenda The Provisional Agenda (NOWPAP/POMRAC/FPM 2/1) will be introduced by the Secretariat with the Annotated Provisional Agenda (NOWPAP/POMRAC/ FPM 2/2). The meeting will be invited to consider and adopt the agenda. Agenda Item 4. Overview of the progress made in the inter-sessional period after the First NOWPAP POMRAC Focal Points Meeting UNEP Division of Environmental Conventions (DEC), currently acting as NOWPAP interim Secretariat will present the background information. The Director of POMRAC will Report on the implementation of POMRAC activities and the budget expenditures made during inter-sessional period after the First NOWPAP POMRAC Focal Points Meeting Agenda Item 5. Overview of past results (for 2003/2004 biennium) related to Atmospheric Deposition, presentations of NOWPAP Member States National experts will be invited to make a presentation. Agenda Item 6. Overview of past results (for 2003/2004 biennium) related to River and direct inputs, presentations of NOWPAP Member States National experts will be invited to make a presentation. Agenda Item 7. Review and adoption of the Terms of Reference for the Working Group 1 (Atmospheric Deposition) The Draft Terms of Reference for NOWPAP Working Group 1 (Atmospheric Deposition) (UNEP/NOWPAP/POMRAC/ WG1 1/3) which were discussed in the First Meeting of NOWPAP POMRAC Working Group 1 (Atmospheric Deposition) (Vladivostok, Russian Federation, 24-25 May 2004) will be submitted by the Secretariat. The Focal Point Meeting will be invited to consider and adopt it. Agenda Item 8. The Focal Point Meeting will be invited to consider and adopt it. Agenda Item 10. Review and adoption of the Content of General/Regional Overview “Atmospheric Deposition of Contaminants” , and approval of Group of Experts for preparation of the General/Regional Overview. The Draft of the Content of the General/Regional Overview on Atmospheric Deposition of Contaminants for NOWPAP Working Group 1 (UNEP/NOWPAP/POMRAC/WG1 1/5) which was discussed at the First Meeting of NOWPAP POMRAC Working Group 1 (Atmospheric Deposition) (Vladivostok, Russian Federation, 24-25 May 2004) will be submitted by the Secretariat. Day 2 (27 May 2004) Agenda Item 13. Discussion and adoption of the workplan of NOWPAP POMRAC Working Group 1 (Atmospheric Deposition) for the 2004/2005 biennium, which was discussed and prepared during the First Meeting of NOWPAP POMRAC Working Group 1 The detailed workplan for 2004/2005 agreed at the First Meeting of NOWPAP POMRAC Working Group 1 will be reported. The Focal Point Meeting will be invited to review the workplan. Agenda Item 14. Discussion and adoption of the workplan of NOWPAP POMRAC Working Group 2 (River and direct inputs) for the 2004/2005 biennium, which was discussed and prepared during the First Meeting of NOWPAP POMRAC Working Group 2 The detailed workplan for 2004/2005 agreed at the First Meeting of NOWPAP POMRAC Working Group 2 will be reported. The Focal Point Meeting will be invited to review the workplan. Agenda Item 15. Discussion and adoption of the proposed Workplan and Budget of NOWPAP POMRAC for the 2004/2005 biennium as adopted by the 8 th IGM. POMRAC will introduce the POMRAC workplan and budget document for 2004/2005. The Meeting will be invited to discuss the document and agree on workplan and budget for POMRAC for 2004/2005. Agenda Item 16. Discussion of Workplan of NOWPAP POMRAC for the 2006/2007 biennium. POMRAC will introduce the workplan for POMRAC for the 2006/2007 biennium. The Meeting will be invited to discuss the workplan. Agenda Item 17. Arrangement date and venue of the Third NOWPAP POMRAC Focal Points Meeting The Third NOWPAP POMRAC Focal Points Meeting will take place in (?) Vladivostok, Russia ) in (?) May 2005
Agenda Item 18. Other Matters The meeting will be invited to raise any other issues relevant to NOWPAP POMRAC activities. Agenda Item 19. Adoption of the report of the meeting A draft report of the meeting will be prepared by the Reporteur for consideration and adoption. Agenda Item 20. Closure of the Meeting The meeting will be closed by the Chairperson.
