| Northwest Pacific Action Plan Vladivostok, Russian Federation, 24-25 May 2004 Annotated Provisional Agenda Background leading to this meeting The Action Plan for the Protection, Management and Development of the Marine and Coastal Environment of the Northwest Pacific Region (NOWPAP) and three Resolutions were adopted at the First Intergovernmental Meeting (Seoul, Republic of Korea, 14 September 1994: UNEP(OCA)/NOWPAP/IG.1/5). Resolution 1 identified five areas of priority for implementation of the Action Plan, one of which was NOWPAP/3: Establishment of a collaborative, regional monitoring programme. Following the decision of the 3rd NOWPAP Intergovernmental Meeting, the responsibility for NOWPAP/3 (Regional Monitoring Programme) was jointly shared by the Special Monitoring and Coastal Environmental Assessment Regional Activity Center (CEARAC) and the Pollution Monitoring Regional Activity Center (POMRAC) to carry out regional activities. Following the results of discussions at the First NOWPAP/3 Meeting (Beijing, China, 21-22 May 2001), the 7th NOWPAP Intergovernmental Meeting (Vladivostok, 20-22 March 2002) approved the resolution 3 Para.6, “the demarcation of the responsibilities and activities between CEARAC and POMRAC as presented by the secretariat in document UNEP/NOWPAP IG.7/8”. Subsequently POMRAC was allocated with the responsibility to implement activities related to Working Group (WG) 1 - Atmospheric Deposition and WG 2 - Rivers and direct inputs. The 1st Focal Points Meeting of POMRAC NOWPAP ( Vladivostok , Russia, 9-11 April 2003) proposed that the main goal of WG2 should be the Assessment of River Inputs into the Seas of the NOWPAP region. The First Meeting of Working Group 2 will review its own Terms of Reference which should be adopted at the Second POMRAC Focal Points Meeting. The meeting also will discuss the immediate and long-term workplan for Working Group and will review the Structure of the National Reports on River and Direct Inputs of Contaminants which should be adopted at the Second POMRAC Focal Points Meeting.
Day 1 (24th May 2004) Agenda Item 1. Opening of the Meeting The meeting will be opened at 10:00 am at the Conference Room of the Pacific Geographical Institute FEB RAS, Vladivostok, Russian Federation, on the 24th of May 2004 by the Director of POMRAC. At 11:00 am the meeting will be continue at V.I.Il'ichev Pacific Oceanological Institute FEB RAS. Representatives of the participating members will be invited to make opening statements if they wish. Agenda Item 2. Organization of the Meeting 2.1 The meeting will be invited to elect a Chairperson and a Reporteur. 2.2 The meeting will adopt its rules of procedures. It is suggested that, for purposes of this meeting, the rules used be those of the Governing Council of UNEP, adjusted as appropriate to suit the nature of the meeting. 2.3 The Secretariat will introduce a suggested programme of work and timetable. 2.4 English will be the working language of the meeting. The Secretariat will present a provisional list of documents (NOWPAP/POMRAC/WG2 1/Inf1). Agenda Item 3. Adoption of the Agenda The Provisional Agenda (NOWPAP/POMRAC/WG2 1/1) will be introduced by the Secretariat with the Annotated Provisional Agenda (NOWPAP/POMRAC/WG2 1/2). The meeting will be invited to consider and adopt the agenda. Agenda Item 4. Overview of existing activities and future plans regarding monitoring of River and Direct Inputs in NOWPAP Member States Some experts will be invited to make a presentation. Japan - Dr. Akira HARASHIMA, Dr. Takeshi NAKATSUKA Agenda Item 5. Overview of relevant existing trainings courses related to River and Direct Inputs of Contaminants in NOWPAP Member States Some experts will be invited to make a presentation upon needs of each country and suggestions to NOWPAP POMRAC Training Programme. Japan - Dr. Akira HARASHIMA, Dr. Takeshi NAKATSUKA The meeting will define and adopt the 1 st training course related to River and Direct Inputs of Contaminants in NOWPAP Member States (subject, targets groups, training methods, venue, date, training period, number of trainees, etc.) Agenda Item 6. Discussion of the proposed Terms of Reference for NOWPAP POMRAC Working Group 2 The Draft Terms of Reference for the Working Group 2 (River and Direct Inputs) of POMRAC NOWPAP (NOWPAP/POMRAC/WG2 1/3) submitted by the Secretariat will be discussed. It should be adopted at the Second POMRAC Focal Points Meeting.
Day 2 (25th May 2004) Agenda Item 7. Discussion of the workplan of NOWPAP POMRAC Working Group 2 ( River and Direct Inputs ) for the 2004/2005 biennium The detailed Workplan of Working Group 2 for the 2004/2005 biennium will be reviewed, discussed and agreed. Agenda Item 8. Discussion of the long-term strategy for NOWPAP POMRAC Working Group 2 (River and Direct Inputs) The leng-term strategy for Working Group 2 proposed by the Secretariat will be discussed. Agenda Item 9. Review and adoption of the Content (Structure) of the National Reports The Draft Structure of the National Reports on River and Direct Inputs of Contaminants for NOWPAP Working Group 2 (NOWPAP/POMRAC/WG2 1/4) submitted by the Secretariat will be discussed. It should be adopted at the Second POMRAC Focal Points Meeting. Agenda Item 10. Review and adoption of the Content (Structure) of General/Regional Overview The Draft Structure of the General/Regional Overview on River and Direct Inputs of Contaminants for NOWPAP Working Group 2 submitted by the Secretariat will be discussed. Agenda Item 11. Arrangement date and venue of the Second Meeting of NOWPAP POMRAC Working Group 2 The Second Meeting of Working Group 2 will take place in (? China ) in October 2004
Agenda Item 12. Other Matters The meeting will be invited to raise any other issues relevant to Working Group 2 activities. Agenda Item 13. Adoption of the report of the meeting A draft report of the meeting will be prepared by the Reporteur for consideration and adoption. Agenda Item 14. Closure of the Meeting The meeting will be closed by the Chairperson.
